Make Tackle items available for purchase and sell and Tom to find.

I am in a situation right now that I have to many lures and not enough nets....poor planning on my part....it would be nice to be able to sell the excess lures and purchase the nets or cages I need especially when you only get 4 hour notice that a ship is coming and usually wants everything you have in the barn plus more which I have found to be the case with all items but at least the other items I can send Tom after to make up the difference.
