I am going to respond to this brilliant idea with a resounding... No. I disagree. I have seen a town hall 3 in masters league. Who does he have to attack besides about at most 20 others? No one. And no raiding high town halls for lots of loot besides!
Farming is a part of many players strategy. To take farming out, that will cause a lot of trouble for many players. And how do you suggest SuperCell to stop players from farming?
