Because getting rid of the clans tackles the problem at its roots! Improving the search results is a good idea, but it simply alleviates the problem, not solving it.

I do think that banning clans that are inactive would be harmful. It is a interesting idea though. And plus, it's going to be hard to ban clans if a few people get on every so often, so I assume you are directing the banning to clans with fewer members, because they have less people to get on every so often.
Anyways, I do not think banning clans is a good suggestion, I think that the search function should be improved upon, that way, it would be easier to find the clan you want to find.
This is a so logical suggestion, I cannot understand Supercell didn't make it since a very long time.
I often got a clan mate telling "check the X clan", only issue is that there are zillion of X clans but most of them are almost empty with only one or two inactive players.
The search clan function is really harmed by these crappy clans of player who didn't even play coc anymore.
Do a couple clan searches using somewhat common nouns... Bear, Time, etc...
You will find dozens of clans in each search with one person in them. This is a minor annoyance when trying to find a friend or a clan that you found on the forums that you may want to join etc... I suspect that this clog often prevents the search from revealing the clan you are really searching for even if you type the full name of the clan. I know that when I've had friends look for my clan so they could join it, that they sometimes have to do the search a couple of times before we show up because of the multitude of one person clans with the same name.
When a clan goes in active or starts to lose players because of various reasons, the active players leave and those that are left (or the one that is left) is a guy who quit the game, yet he and his one person clan continue to exist and show up on the search. This is only going to continue to get worse as the game matures because new people are always starting and existing players are always quitting.
Deleting these clans is one solution to this issue.
Another solution is have the system simply not show a clan in a search if it has been flagged as inactive.

This is more directed towards the really small inactive clans, with a max of lets say, 5 members. If the search function is improved, then there is no need for this idea, but vice-versa. In my opinion though, this is better, because it removes the ROOT of the problem!
Its like the difference between relieving the symptoms for a bit, and removing the "disease", or "problem" altogether.

I will conclude my part in this discussion by saying that I fully understand your reasoning behind this idea, however, the fact remains that the basis behind your reasoning is of a personal nature/goal. For that reason alone, I cannot agree with any idea that would be affecting others.
