Qestions about new update

Supercell,
Is it really true that the regeneration time will be reduced to 90%? And that the archers price to level 6 will be lowered? I need help guys because I'm a new town hall 9 and saving up for archers but if it will be lowered i will upgrade giants first. Will the barbarian king also be able to hit multi targets?

I'm also a new th9 and when I was this I thought the same thing I'm just going to upgrade other troops other than barbs and Archer until after the update
