The upgrade is ment to modify/make it better and whereas decorations are for look and if u want no worker for upgrading a wall just dont use walls at all.

Im with you %100 if you notesed the builder dosent go to the wall to upgrade it its just get upgrading on its own

Ruled out. People used to dump excess gold on walls when a builder wasn't free so it created problems with loot.
