Maybe neighborhoods could get an extra spot every once in a while based on activity. I'm not saying 30 isn't enough, just saying it would be fun to add a new player every once in a while without deleting people. I'm not sure how you'd judge activity, maybe so much xp earned in a month or so, or so many boats and or/town orders filled. Just a thought. :D
