Maybe... but I've learned that some clans have sister clans and people go back and forth, so this idea might not work. Some people supposedly hop to DONATE troops, not that I've seen one. I've come and gone from my clan to deliver a message for some poor chap. No one would do that if we had a cool down period.
But I like the gist of ur idea.
For now just don't be so eager to donate troops to new members. Let them prove their cred first. Kick them out as soon as they ask for dragons. It should discourage hoppers.
Yes, I don't think a cool down period will be looked upon positively in the community because their messaging system doesn't allow for PMs currently. So many people like to hop onto their friend's clan to chat & donate, then go back to their original clan.
If the whole goal is to prevent "troop thieves" (those that just come join a clan to ask for donations and leave), SC should publicize a ratio for each player. If anyone uses torrents, they'll know this idea. But here's the general idea:
- If the ratio shows <1.0: It would signal that this player has received more troops than they have donated
- If the ratio shows >1.0: It would signal that this player has donated more troops than they have donated
- If the ratio is close to 1.0: It would signal that this player has donated about equal amount as they have received
If this ratio is publicized for everyone to see, it can tell if a new member is a mooch or not. Actually, this would go for even long time members for elders to give a boot if their ratio was too low, should they care about that stuff. Not sure how hard this would be to implement. Do you guys see any issues with this solution?

Maybe the ratio be based on XP of giving troops, since more expensive troops give you get more XP. Or based on elixir cost of troops given and received. Something along that line.
This also takes care of the "counting troop donation" suggestion as well.
It would help if you stated why you want to prevent clan hopping and your suggestions for each scenario.
I personally don't like the cool-downs or stopping joining/leaving clans, quite simply because I am clan with 2 sister clans. we jump in them all the time for social reasons. I've jumped into other non-sister clans simply to tell a guy I really liked his base layout and say hi before. Without messaging, clan-jumping is the messaging system.
If your goal is to stop troop stealing, they could just make clan reinforcements disappear if you leave the clan.
If you're talking about the tournament and how trophies are applied to clan score, that's another whole set of discussions.
If you're worried about people coming in to see where your traps are, you could put a cool-down on seeing your own clan's defenses (a view like you'd see from outside the clan).
What are your exact reasons and solutions?
Have a clan link maybe so sister clans can switch if approved by both clans but for those hopping maybe have a tax that discourages so low levels like 1000 gold and have it multiply or something the higher you get then have the have the gold be spread equally amoung the clan, and yes I know certain members would just leave and rejoin to share gold but would be up to the devs to figure the amount to join
Or supercell could just add one massive chat where all the sister clans can alliance with other clans therefore allowing everyone to talk to each other without the need of the cool down period set in (which probably won't happen).
This new tab of chat could be called Alliances and the leader can send invites to other clans to be their alliance, and if the other clan leader accepts, both clans can now talk to each other. I see this as a very effective way so they can implement the cool down period after leaving a clan (has to be more than 20 minutes because that is the cool down for requesting troops).
Alternatively, they could just put a 1 hour set off period before being able to request for troops in a clan when a member joins.
Supercell could make it so you have to rebuild your clan castle every time you leave a clan.
How about something that allows you to see how long someone has been in current clan or how many clans they've been in the past month?
Oh hell naw. Y'all didnt just post on this thread from November 2012. There already has been a solution (not placed in the game yet) so of course the solution wasnt thought of back then..
What do you do? Just go to the last pages and search for open threads to comment on?

I just boot anyone that joins and immediately requests troops. No issue.
How about we do that they cant ask for donations until being in a clan for 24 hours, and if theres a sister clan the leader has the privilage of removing this cooldown if they are from a sisterclan or something.
That is a good way to make hoppers double think before joining a clan, and they could leave like now but not be able to ask for troops.
Why don't they just show how many UNIQUE clans someone has joined in the past season (2 weeks). If someone has been in 6, 7, 10 clans then you know they are a hopper and you can choose not to invite them.
If they have been in just a few, them maybe they might stay for a while. This solves the problem for those who have sister clans as well, it will not prevent them or punish them for jumping back and forth but also helps those who don't want hoppers in thier clans.
