Maybe... but I've learned that some clans have sister clans and people go back and forth, so this idea might not work. Some people supposedly hop to DONATE troops, not that I've seen one. I've come and gone from my clan to deliver a message for some poor chap. No one would do that if we had a cool down period.
But I like the gist of ur idea.
For now just don't be so eager to donate troops to new members. Let them prove their cred first. Kick them out as soon as they ask for dragons. It should discourage hoppers.
Yes, I don't think a cool down period will be looked upon positively in the community because their messaging system doesn't allow for PMs currently. So many people like to hop onto their friend's clan to chat & donate, then go back to their original clan.
If the whole goal is to prevent "troop thieves" (those that just come join a clan to ask for donations and leave), SC should publicize a ratio for each player. If anyone uses torrents, they'll know this idea. But here's the general idea:
- If the ratio shows <1.0: It would signal that this player has received more troops than they have donated
- If the ratio shows >1.0: It would signal that this player has donated more troops than they have donated
- If the ratio is close to 1.0: It would signal that this player has donated about equal amount as they have received
If this ratio is publicized for everyone to see, it can tell if a new member is a mooch or not. Actually, this would go for even long time members for elders to give a boot if their ratio was too low, should they care about that stuff. Not sure how hard this would be to implement. Do you guys see any issues with this solution?

Maybe the ratio be based on XP of giving troops, since more expensive troops give you get more XP. Or based on elixir cost of troops given and received. Something along that line.
This also takes care of the "counting troop donation" suggestion as well.
It would help if you stated why you want to prevent clan hopping and your suggestions for each scenario.
I personally don't like the cool-downs or stopping joining/leaving clans, quite simply because I am clan with 2 sister clans. we jump in them all the time for social reasons. I've jumped into other non-sister clans simply to tell a guy I really liked his base layout and say hi before. Without messaging, clan-jumping is the messaging system.
If your goal is to stop troop stealing, they could just make clan reinforcements disappear if you leave the clan.
If you're talking about the tournament and how trophies are applied to clan score, that's another whole set of discussions.
If you're worried about people coming in to see where your traps are, you could put a cool-down on seeing your own clan's defenses (a view like you'd see from outside the clan).
What are your exact reasons and solutions?
