as a TH8 who uses golem based raids a lot, not only gowipe, I can say that lv3 pekka did help gowipe raids a bit, although lv2 did just fine really, when I got lv2 golems they really made a difference, they just take much more punch and you can rely on them a lot more, esp when raiding stronger bases, + golems have many different uses as others said while pekkas are basically only used in gowipe, and also DE is harder to maintain than elixir so for those many reasons I'd recommend golem first
