Just wonder when my th 9 starts in 7 days if I should focus 1 builder on getting DE drills to max or at least the second one to level 3. Is it really beneficial for AQ to keep leveling her? My bk is level 5 since th 7 and have no plans for him.

Min. get your AQ to lvl 5. If you want to push or be hardcore at CW later, max your AQ. She is much better than the BK. IMHO AQ is the best unit in the game (splash damage, ability, long range, and high dps).

Anyway, to answer the OP, it depends... if you have the time to raid a ton DE drill output will seem minimal. If you're busy then it's nice to log on and have up to 2k DE waiting for you. I have always placed priority on collecting resources because in my opinion more resources = better no matter what.

Crucial to get it to at least level 3. Need to pump all the DE for the queen.
Max your drills as soon as you can. They make getting de a lot easier. 2 max drills give 4800 de a day, which might not seem like much, but if you are farming gold and elixir, the de comes free for when you need it later. And from my experience as a th9, making 10k de per day is enough to keep up with most de upgrades until you max. By maxing de drills you only need to get 5k per day from raids, which is easy.
Also, if there is another boosting event, you 100% want to boost your max de drills because the de is insane!
