You can never say that certainly. It's always a little different.
In that hypothetical scenario you would lose 75,000 gold. The loot penalty not only gives the higher TH less loot, it's there to protect the lower level THs from losing so much loot against better opponents.
No, loot goes by a formula based on TH level, TH level difference, loot in storages, loot in collectors, and loot in CC. It only varies as those factors vary.

You can only lose 50% of what you have if everything is in your collectors.

50% from mines and collectors always
75% from DE drills always
Gold and elixer storages
20% up to lvl 5 to 200k cap
18% lvl 6 up to 200k cap
16% lvl 7 up to 250k cap
14% lvl 8 up to 300k cap
12% lvl 9 up to 350k cap
10% lvl 10 up to 400k cap
Clan castle half of storage % with no cap
Dark elixer storage
6% lvl 7-8 up to 2k cap
5% lvl 9 up to 2.5k cap
4% lvl 10 up to 3k cap
Loot penalties applied reduce the actual amount taken. Basically, whatever they take, you lose.
