The scenario: I'm going to th8 as a fully maxed out th7, except for these things: walls are all lvl6, never researched rage to lvl4 and minions and hogs to lvl2, my barbarian king is still lvl1, and my DE storage is still lvl1.

Definitely upgrade your lab first. I got my drill around 5 days after I got to TH8. TBH, the drills helps a little, but your main source of DE should still come from raids.
2.) I'm going to build my third air defense and all my new walls, what else should I build/upgrade (keep in mind that I have 4 builders)
Do some planning. Find out how much resources you need for the new walls and new structures and measure it against the amount of resources you have. IIRC, you get 1 x Archer Tower, 1 x Air Defence, 1 x Tesla & 1 x Wizard Tower for your defences. Since 1 builder will be upgrading your lab, I would probably assign 1 to either the new Gold/Elixir Storages, 1 to Archer Tower (This has the shortest upgrade times for lower levels) and 1 to either Air Def or Wiz Tower. You should also have excess gold to dump into your new walls, probably get them to Lvl 4 at least. Since archer towers takes probably a few hours in the early stages, you can farm to upgrade your walls during this period. You do not necessarily have to leave 1 builder just to do walls. You'll just have to spend more time on the day you get your TH8 to do more farming to upgrade your walls.
3.) I need a good farming range and attack strategy for th8. School is starting soon, so I don't care if it takes too long to cook
I'm not sure what army you use to get to TH8, but Barch is definitely one of the most viable options. It has low elixir costs and low training times, making it an effective army composition for any TH level. The only time I don't use barch is when I'm doing wars. You can probably get in 4-5 attacks per hour by using Barch (unboosted) compared to strategies like Balloonions or GOWIPE, which are not elixir effective and takes a long time to cook. If you need a more time efficient army, you may want to train some minions and use the BAM tactic. The BAM tactic is an excellent farming army and takes the least time to cook compared to any troop composition since you are effectively using 6 barracks to cook your troops.
4.) Any tips or advice for th8 is appreciated
Like what some of the people mentioned here. Get your splash defences maxed out first. At TH8, the Mortar is probably still more important than the Wizard Towers, plus they only have 1 level to upgrade compared to 2 levels for Wiz Towers. Before starting this though, you might probably want to get your new defences to the levels of your current defences, and probably your new storages to Lvl 11 as well. I like having maxed storages because it's much more difficult to get all 6 storages compared to 4 storages, especially if you don't have a base with a vault and you triangulate your storages properly.
Keep in mind your splash defences and your air defences should be triangulated to get maximum coverage for your base. My personal preference in the sequence for upgrading defences is Mortar>Wiz Tower>Air Defence>Archer Towers>Tesla>Cannons. You might want to do a few elixir upgrades now and then (Drills, Barracks, Dark Barracks, DE storages etc) when your elixir storages get full.
Stay in Gold 1-3 for gold / elixir farming and get up to Crystal 3 to farm for DE. Just remember the higher you go, the more lucrative the DE is but of course the bases you find are much harder. I wouldn't advice to get up to Crystal too fast though, probably wait until you get your Lvl 5 Barbarians & Archers before that.
I also have a problem with my clan. My clan is a 24/7 war clan, but school is starting, as I mentioned earlier. I really like my clan, and have fun chatting with them. But since school is starting, I can't be on often to do my regular dragon attacks... what should I do? For those of you saying "it's only 6 minutes", my elixer production won't be able to support it. I only have enough elixir for dragon attacks because I raid often
If you use Barch for farming. Elixir will never be a problem. In fact, I train full dragon armies every night before I sleep, so I will always have a full dragon army for my first attack since I always have too much and have a headache where to dump the elixir to.
I'm working a full time job on weekdays from 0900 to 1830 hrs and probably later on some days. I probably put 1-2 hours when I get home on 5 out of 7 nights to do some lazy farming. If you choose bases to attack correctly, and you get in at least 10 attacks in those 2 hours, elixir should never be a problem. BTW, my clan does wars 24/7 as well.
If you like your clan and can speak well to them, why not tell them your concerns? You should probably only leave ff they need you to be more active and cannot accept that you might miss some attacks due to your schedules. I think most clans should be ok though, if you at least make 1 attack per war. Talk to them and see how it goes.
