Does your clan donate golems or good troops? Then I would go with cc.
I just for to 9 about 2 weeks ago and did the second x bow. Nobody in my clan besides me has golems so the CC isn't a very high priority for me.
We have golem donators in our clan, and I'm thinking of doing cc then xbow
CC. It will help on both Off and Def, plus you can actually use it while it upgrades! unlike other defense based turrets.
the X-Bow gets good at lvl 3, but sadly not until..
you need both, but Id say that extra 5 troops to take into battle and defend will be more beneficial its quicker to build too..(I think, they reduced the time since they added the lvl6 TH10 one) 30 Archies is a big buff to your defense.

There is no question here, clan castle is the obvious upgrade choice.
CC does more dps and is a more versatile defense in addition to offensive capabilities. Go CC.
