Ok I'm upgrading to TH 7 and I was planning on upgrading one of my barracks to get my dragons and purchasing both of my teslas because I'm maxed on gold right now. In the mean time, since I have 4 builders I will have one builder open to do my walls and upgrade them! Does this sound like a good plan? What next if it is.
Get your new building and upgrade them to TH6 as quickly as possible. Then start upgrading your mortars and WT, splash defense is your biggest friend. After your splash is done you can start working on your point defense. Do your Tesla's and air defense along the way. When you have a free builder come up try and have spare cash and do a wall or two so you won't be stuck trying to do them all at the end. Also keep your lab running constantly. I'd start with archers and barbs for raiding.
Worry about your hidden teslas/walls first, the dragons aren't as great as many people think when they first get them. I made that mistake and have only one hidden tesla, am far behind on maxing out my walls to th7 and only got lvl 1 dragons out of it. :(
I think you should upgrade your troops and army camp first, this makes raiding a lot easier.

What I personally did was to get every new defense up to max th6 level like most, and got all the walls to level 6.
I then built all the extra traps and got them to max th6 level.
Army camps should be upgraded first, you can get the barracks at a later time, better to get troops upgraded first.
Obviously, get your spell factory and lab upgraded first.
I just hit TH7 with my second account and my first upgrade was the Lab to lvl 5. TH6 was elixir rich and Ive been done upgrades for a week.
And getting that 4th army camp up, running and upgraded was second priority. Offense over defense.
Get all the new stuff. Upgrade your Camps and your Lab. Upgrade Wiz Towers and Mortars. Teslas are the one thing you can wait on. They aren't very effective until you put a couple mil into them, and other things like your wiz towers are your best bet for defending. Walls can come later. Try to get all of them to Purple by mid TH7, and Dark Purple by the end.
I always bring the new defenses up to par with the old ones, i only spend gold on walls when its before a defensive upgrade. Always have your builders working
Buy the new th7 stuff. And get them up to par on your th6 stuff. Tesla is fine if you want to get it. DE Storage is an elixir priority. (Upgrading it is your choice, Mine's not lv2 yet)
Elixir: Lab, Spell Factory, & lv6 army camp. Barracks if you wish, I did it first thing upon entering th7 to get dragons. They help, but really only work well later on. Also, once the Lab is done, always upgrade something. If you maxed th6, you should have about everything lv3. You can upgrade other barracks to lv9, but it's really only recommended once you have most, if not all the elixir upgrades done. The Dark Barracks is a really low priority, and upgrading it is even lower, unless you use the DE troops here (which isn't recommended)

what I did so far is barbs, arch, wb, giants, and somewhere rage to lv2.
i plan to do wizards next, healers, goblins, balloons, dragons, with the spells mixed in there, heal somewhere and rage somewhere in the middle. The DE upgrades are of low priority, due to not using DE troops very much at this level (you can use them, but they really start shining at th8 and when they are high in level or both xD)
lab upgrades don't have a particular order but you should, if you're in a clan, upgrade:
archers and wizards and dragons if you have enough elixir and have a lv9 barrack.
Gold: stuff that you need to get to th6 level, splash (wiz tower and mortar), then point defenses (archer towers first, then cannons) air defenses should be lv4 sometime soon if you wish (it can't protect dragon raids but you want to get them maxed sooner than later), tesla whenever, etc. you can do traps early on if you want, they don't take much resources (time and money) and double giant bombs are effective against hog riders.
dark Elixir: Barb King, then DE upgrades. Or getting the BK to lv5 1st. You won't use it much besides getting the barb king.
meanwhile... You should always have at least 1 builder for the walls. You don't want people taking your gold, so just dump it into walls, unless you're saving it for another upgrade. You can if you wish, upgrade your mines and collectors, but you should eventually max out your storages... A later th level will need them.
Upgrade your lab and army camps first. Then you will have 200 level 4 barch to farm. I only use dragons for war.
