Here is the order I went, and what I would recommend:
1. AQ
2. X-bows
3. Spell
4. Lab
5. Army Camps
6. CC
leave a free builder to build all your walls and extra defenses (archer tower, wiz tower, tesla, giant bomb...etc). Getting witches is also important, so try to do lvl 5 dark barracks asap as well.
I'm a new TH9 And an in my second week. My upgrades have been:
Right off the bat I used my builders to build both x bows, upgrade my DE drill to 4, and build my second drill. I used my last builder to build my new buildings, then upgraded my lab the next day. So far I have also upgraded my spell factory, started upgrading both x bows to level 2, maxed my elixir storage, gotten my new gold storage to 10, gotten the AQ and upgraded her to level 2, upgraded the new drill to 2, and started my first army camp upgrade. While the x bows upgrade I'll save up and do my clan castle when they are done, then I will focus on getting my new defenses up to TH8 levels (new AT is at 6, AD is at 3, tesla and WT are at 1). As far as elixir goes im spending it all on my camps until all 4 are done, then I'll spend it on my drills until they are both level 6.
After that, I'm not sure what order I will max my defenses just yet.
