"Jailbreaks and tweaks are an unfortunate part of games/gaming and almost any game can be botted... being H<3cked is a completely different thing that we prevent with server-side validation. Clash of Clans is not a h<3ckable game.
As far as people who want to bot, and skirt the rules, we respond to this and constantly make adjustments to the game. The personal break is one example, and there are some other tweaks we've made in the most recent update and in the past that while not as visible, directly address the type of issues that you are referring to.
Anyone shown to be directly engaging in this behavior, that can be proven with solid evidence, can be banned permanently from the game. However, this is not a place to name and shame anyone. If you'd like to report individual users for ch<3ts you'll need to contact Player Support and include any screenshots or other evidence you would like to provide."
