This will do nothing at all to address the loot situation. In fact it would probably make it worse. People already are dumping most of their gold into walls because they are afraid to lose it. If farmers could be hit 3 times over night then there will be even less incentive to hold gold and they will dump even more of it into walls.
The problem is there is not enough gold being generated. An active player uses way way way more gold than they can ever hope to produce. What that means is that the entire CoC economy is fueled by inactive players who don't collect their gold. Yes, there are league loot bonuses and clan wars wins (although clan wars is a HUGE DE drain) but those amounts don't even cover next costs for th9s and 10s. The only solution is to infuse more gold into the economy. Here are a few ways they can do this:
1. Higher lvl mines
2. More production from current level mines
3. Ease up on the hiding of the inactives.
4. Better league bonuses
5. Change to a system where you get a loot multiplier for getting 2 or 3 stars.
I am so sick of hitting next 100+ times. The game is literally unplayable about 50% of the time for me. Based on SuperCell's lack of response to any of the gazillions of loot threads and their massive advertising campaigns to generate new downloads the only logical conclusion I can come to is that SuperCell doesn't give a rip about it's long time customers.
All they care about is generating new downloads. And that's pretty sad.

But wasn't the point of the game to build your village up and defend well. I'll admit they may have to stop lightning working on your DE store but I like this idea.
There's nothing wrong with putting your town hall outside your base because there's more gain doing that. Add a 100k gold and elixir and a 1000 DE penalty to getting your TH destroyed and you've still made it possible to do, you've just taken away the gain.
Players will always adapt and find easy ways to play, it's up to supercell to adjust the game so that players are encouraged to defend well and attack well.
