Our clan is generally active, but in some recent clan wars we have noticed spikes of inactivity. This sparked an idea to create a second clan specifically for participating in clan wars. Members of the primary clan could leave and join the war clan resulting in a near 100% participation rate.
The obvious issues:
- Our clan is invite-only, thus the members participating in the war would need to be accepted by someone who remained behind in the Primary clan
- Stats!! The stats for our clan would now exist solely in a clan which for all intensive purposes could have as few as 2-3 members at any given moment.
Now, the above information has almost nothing to do with the actual idea, except that it was the seed from which the true idea for a feature request was germinated.
The Idea:

... Wouldn't it be great if every time a clan war was initiated, members would need to opt-in to participate?
Your Concerns:
But sir, the match is decided prior to preparation day... What if one clan gets a low opt-in and the battle becomes unbalanced?
- Question for you... why do we have 24 hours to scout our competition? I honestly scope out every base, plan my first and possibly second attack, and prepare my troops all in the matter of 2 hours (max).
The Proposal:
Follow along with me if you will:
- Leader/Co-Leader decides they feel like having a war
- Said L/CL initiates the war
- The clocks start! The usual 24 hours until war, with a twist:
- The first clock is 16 hours, allowing for all clan members to make the choice: In, or Out
- At the end of the first 16 hours, the roster is locked down and the matching begins (T-minus 8 hours until war)
- Matching can almost take any amount of time, but usually within a few hours
- War!!
- If you didn't get enough preparation time, what were you doing? You had 24 hours.
- If your troops aren't ready or you didn't scope out the competition, no worries, you still have 24 more hours of war. (Just don't expect anyone to wait for you, slacker!)

Addendum
1. Keeping the thought process of my original post, once the clan "squad" has been decided (after the 16 hour mark) the only members that can donate troops are those who have opted in. This would mean that for the war activities, you will need to request & donate troops via the Clan War section (using your war base CC).
2. Throwing out the idea completely, leaving everything that is in the game today (19 aug 2014), simply allow child clans to be created. This could be a benefit for more than just wars, as all those players that have alternate villages could become part of the sub-clan designated for the mini's.
