The most important factor is the difference in rank on the war map. I do not know, if there are others (e.g. number of stars) counted in, but the battle won against a player who is ranked higher than you on the respective map is the most important.

i guess ur right bcoz as far as i remember i had attacked a base that was no 3 in my enemies clan
and i was at no 6 in my clan . i beleive u are right .

I don't know if this is entirely true. In our previous war I was ranked #6 and a clan mate of mine was ranked #9. We are both th 9's. I attacked the enemies number 2 which was a th10 and was worth loot bonus of 450k of each so it wasnt like he was underdeveloped. I earned 1 star from my raid. My clan mate attacked their #1 who was also a th10 but was worth 475k of each so an even better th10. He also got 1 star from the raid. I came out with the most heroic attack. Becuase of this it would not be based on war ranking.
I guessing its the difference between the offense ranking of the attacker and the defensive ranking of the defender.
In the above example, if your buddy who is ranked 9 and attacked #1 has a higher offense score than you do at #6 attacking their #2 then it follows that you could have the more 'heroic' attack.
I WISH that was the case. Unfortunately, it is not. It is more random than that. If it was, I would love it, because I usually attack much higher than my rank. Last war I 3-starred a rank 7 when I was a rank 14. But the award went to a member that attacked his same rank. Proof can be provided IF necessary, but I'd rather not bother because I think everyone knows it is pretty inexplicable.
Where you are ranked in your clan from top to bottom is based on defensive strength.
I think the only way to see heroic attack and how it works would be for everyone to see what recommended target is before any attacks are made and then how many bases above that you actually attack.
Reason being that recommended target is systems measurement of your offensive strengths vs a base defensive strengths.
So example:
Member A #6 ranked: recommended initial target start of war before any attacks is 14 and you attack 3 = +11
Member B #9 ranked: recommended initial target start of war before any attacks is 16 he attacks 4 = +12
Member B got Heroic attack for attacking a base measured 12 higher than member A who came in at 11 higher although technically member A attacked a more difficult base.
*This is just a fun speculation no evidence to support my findings.
