Have you checked your Internet? Is it with one player or every person that has attacked you? If so, try restarting you Wi-Fi with the simple On and Off Button.
Is your experience with CoC usually laggy with the device you are using?
Re-install CoC as it might be a file or two gone missing or might've been interrupted during download and stuffed.
If it helps, my base wont even load itself right now. About an hour or so ago it all started...the minute i made champ for the first time.. Crazy.
