You don't have to MAX out before going to the next TH (TH-9 in this case), however...... take this into consideration:
- You already know once you go to the next TH (any TH for that matter) there are numerous new items unlocked and they all need to get upgraded. So if you go to a new TH, whatever items you DID NOT MAX will be that much more to upgrade. For example, you have 5 Archer Towers and at TH-9 you get a sixth (6), well now you have 6 Archer Towers to upgrade.... but of course you want to get the new one up first????? Well, this is compounded if the other AT's were not maxed.
- Initial cost after getting to the next or new TH isn't too bad (except walls), however, do your best to get the 4 then 5 builders. More the merrier!
- Don't forget about the LOOT penalty! You go to a TH-9 (for example) too soon, now you have low level defenses and your troops (army) can no longer beat-up TH-7's.... ya gotta focus on TH-8 and above. Sure, you could go after some TH-7's........ but at a 50% penalty!
- Finally, and this is just my 2 cents..... it looks embarrassing to be TH-9 with Pink (lvl 6) walls (or less).
Have fun, that's what matters.
From a different point of view, if you can comfortably loot th8 and th9 you can go ahead. If you are used to attacking 6&7 wait. I went a little early, but since I attacked higher levels I haven't noticed to much of a difference in loot.
Rushing to th9 is the best,you get xbows that scare people
Maxed defenses except cannons, and maxed walls and most troops.
I left off my collectors at lvl 8 and only 1 barracks is maxed others are lvl 3.
