I'd say PEKKA. You're likely going to be using a 1 golem 4 pekka split unless you're rich on DE.

lvl 1 golems still have 4500 hp and as long as you arent tackling dual infernos on good bases they will suffice against TH9 and below and some premie th10s.
Pekka gets good boosts in dps and hp so it makes more sense to me to upgrade her.
