The main problem I see with this is that it makes CoC less of a clan based game. It is called Clash of CLANS, so it needs some nice incentives to join a clan.
This would remove one of those incentives.

True! However clan castle was supposed to do the same and you see how well that ended up! Clan hoppers who join clans to get troops and leave! Plus it seems to me everyone should want people who actually wants to be in a clan! And it seems like the.more diverse the gameplay can be, the more people it could possibly draw to the game! Plus there are already people who join clans just to war then they leave, just to find another that's getting ready to go to war! This way here they skip the step of finding a clan about to go to war to just hitting the war button! So what would be the.difference!! This idea make things a little more even!
But as I said it does leave behind the necessity for clans! However would you want to trade in your clan for a clan full of strangers? Most would prefer clans full of friends or good people! So theoretically it shouldn't remove the incentive to be in a actual clan, just weed.out the ones that don't wish to be in one! Allowing you to find ones.who are more likely to be loyal because they actually want to be in it!
