I am in TH8 with this things in the high level: cannon, archer tower, wizard towerd, mortar, air defense, hog rider lvl 3, teslas lvl 4 and basic troops. Now i am spending money in the walls to get level 7. So..What should I upgrade before TH9? Walls to level 8? :confused: or can I upgrade to TH9 now?

It doesn't look like you have much left to upgrade. I would up upgrade the walls to level 7 first. Then I would probably go ahead and go to TH9. I know a lot of people will probably say to get all walls to 8 before you go, but that's up to you if you want to do that or not. Some say it's easier to get them done now than it is at TH9.
I would focus all your farming efforts on walls. Try to get at least full lvl 7 with 25% lvl 8.
How are your troop upgrades and what lvl is your BK?
If those are under-leveled then I would wait. However if they are near max, then move to th9 when you want.

And before you go, "Oh wait your cannon aren't maxed!". I know, I purposely left them so that at TH9 I can do them as an easy upgrade to get the builders going. I could have easily done them, I mean look at all the money I put into walls :p.
I'm planning to upgrade golem to lvl 2 and pekka to lvl 3 before I go, getting as many skull walls as I can in the process. Every other troop is maxed for TH8 (except valkyrie) and my BK is upgrading to lvl 10 right now. Defenses are maxed other than bombs. My thought process is that I should upgrade my gowipe troops as much as possible at TH8 since I plan to learn the strategy as a TH9. Is my thought process misguided?

Upgrade your walls At Least to lvl7 and some to lvl 8.
