I forgot to add that AQ also counts as air coverage.
But here are some bases to show my point.
This base is a famous base called "take my loot". It is a fantastic trophy and farming base.http://i1369.photobucket.com/albums/...ps4ca72ea0.png
Ok, maybe it's a bit of an extreme example. But there is no air defense at the core, so x-bows should be up.
This is a base I quickly made.

There is relatively strong air coverage, therefore x-bows can be put on ground, as the extra range will be extremely helpful.
90% of my attacks are from balloonions so are pointed up. In fact I can't really think of any reason why you would make these less effective by limiting them to ground only.
If you have air defence structures nearby or next to your xbows then it would be best to use them for ground but if not then air is better but ive been using ground ever since I got them
I have mine on ground or air depending on what base i do and what I'm defending atm having lots of hogs come so on the ground
Depends on what league you are occupying really. If you tend to hang in lower leagues balloonion & dragon raids are quite rate - so that extra ground range to mess up wall breakers and hit ground units from further out is quite valuable.
For me currently, 2 ground, 1 up in Crystal. I'm quite satisfied with my aerial coverage this way; and love the extra ground support.
It depends on which trophy range you are at. If you are at gold 1 and low crystal 3, its safe to have it point down because you rarely get attacked by mass aerial troops.
But once you go to crystal 2-masterss, you will probably face more aerial attacks, especially ballonions 😑
