No. My base is pretty much the same but no for the following reasons:
-upgrade your walls as much as possible
-your archer towers and cannons are max lvl for a TH7
-your teslas! I've been TH8 for about 5 months or so and I got 2 lvl4 and 1 lvl3 tesla
-your traps! They are very effective if places and upgraded correctly
-your AD! You'll get bombarded by balloonian, giant + healer, all dragons, etc. ect.
i say max out your base until you can withstand heavy attacks

First, it's great that you will take forum members' opinions into consideration. Often, people do not and it bites them. You will find heaps of threads in the forum addressing this very same question that is at the heart of those who want lvl6 troops and more toys.
Looking at your base I can see that you have prioritized splash damage and put considerable time into your barracks and walls. These are two great accomplishments that sometimes go overlooked in those going to th9.
You will hear people say "preemie" and "no way" or something else and they may be right. However, it's YOUR base and you can do what you want with it. We all generally end up in the same place anyway.
Toward the end of TH8 myself, I find it VERY boring not being able to spend elixir and waiting days for tesla to upgrade. This is where people normally just move up.
If I had to make a suggestion, make sure your air defense is maxed and tesla to at least 5 if not 6. Get the pain over with or you will have to repeat it again with a new tesla and air defense. Your builders will become backlogged and it's a real grind to get out of.
Finally, cannons (most will say archer towers, too, but I'll just list cannons). These are not as expensive as other upgrades and build times are a little less. I'd make sure to do those as well.
BUT, if you are not planning on being in Masters or champion and just want to chill and have fun playing the game, I say do what lets you enjoy it the most.

To me, if you are bored of TH 8 then you should upgrade. I'm basically at max splash and teslas, with the exception of one Wizard Tower. I'm going to start my TH 9 upgrade tomorrow and then finish that last Wizard Tower in the process. I'll also get my cannons all to level 9 but all archer towers will be level 8. I have about 105 skull walls.
The reason I'm not maxing is because I'm not going to sit around or a few weeks upgrading cannons and archer towers while also grinding for walls. Level 9 cannons one shot level 6 archers so that's good enough for me as do Level 8 archer towers.
When I get to TH 9 I'm dumping all my gold into two x-bows, then getting level 1 of the new defenses, and then dumping all excess gold into walls. My goal is to have very little gold during the first few weeks of TH 9. I'm going to farm elixir only and upgrade camps, lab and DE drills as soon as I can. By doing this, I'll actually accumulate more DE than maxing TH 8 because I'll get the 2nd drill up and running. Plus, I'll get the drills to level 6 as soon as I can. Now when I get hit for 1,500 DE I can't recover that via shield but if I have two DE drills at level 6 I can withstand a raid like that.
Just my two cents, many threads on here about not having to max TH 8. You just need a strategy and mine is to have no gold in the beginning. Who knows if it will work but I'm bored of TH 8.
