What is best place for DE as a TH9?

Ive always heard that C3-1 is the best.

What's good? I find lots of 800-3000 de bases in high gold ii (therefore I'm matched with people in all three gold leagues)

I find full level 6 drills in C1. So 3 times 1200(the maximum you can get from a drill) is 3600 only from drills. Most of the times people also have a DE storages which has 2k+ de available, that is 5k+ in total. Offcourse I won't get it all because I'm barching here. I take with barch 8k avarage per hour.
