You can upgrade them at the same time but the troop upgrade will pause
Come from personal experience, you can but your current research will put on hold until your lab upgrading is complete.
In summary, no concurrent motions(research unit and lab upgrading) but consecutive, laboratory upgrading will supersede.
Lab should be first thing to upgrade at a new TH. upgrade your lab first...problem solved
You could, but the troop upgrade will pause, then would continue once the lab's upgrade is finished.

This must have changed recently.
I had 1d 8h left on heal 5. Started lab upgrade to 8. When that upgrade finished, my heal was done as well.
