Ok so I'm a Th7 waiting for th8 to finish. Now I attack a lot so my question is this should I go ahead and upgrade my WB to lvl 4 or healer to lvl2. It didn't look like the lvl4 WB would help much more. Am I wrong?

I would say whichever you use more but wallbreakers would probably help more.
