I would have very player attack their perspective level and get two stars at the minimum. After that everyone should try to three star a base. Thats about all there is to clan wars. Full participation of every member in the clan is key.

Based on the picture, my guess is they attacked iib base #1 and worked their way down: the tally showed 13 total stars and I count 13 on the top few bases, implying no one below had been starred yet. Seems like a silly strategy...especially against the top war clan in the game...
