It is not a bug, it is a feature :) for what ever reason it is in the game and I personally would rather see SC using their time on other things then this. I would even like more randon builders like a upgrade would take +- day from the time given when you start the upgrade. Sometimes your builder would be hard at work and other times he would be hardly working. Like the gems for obstacles, sometimes you get lucky, other timer you get nothing.
