Only 14k? No.
New to max TH8? Definitely not.
Probably cost you $500 at least, even more if you're including walls.
I'm unsure of the total gem costs per townhall, but I'm sure there's a chart somewhere.
You wouldn't be able to at all. Just make sure you dont go upgrading your th to th 9 or 10 and have level 1 cannons and archer towers..

Granted, thats from new to max TH10. Max TH8, would still be quite costly as you can see the grand total....definitely more than $100 for 14k

14k gems gets you a half maxed TH5, and really not much else as a TH 8/9/10. Lol.
Probably over 1000$ in gems for max TH8 including walls and barb king as well as speeding build times.
To fully max a town hall 8 with gems it would cost you around 2500 to 3500 USD.
