Reduce Loot Penalty in Crystal or higher leagues

The loot penalty SHOULD protect lower halls from been preyed on in low leagues. It however should not give them impunity to come into higher leagues and poke whoever they like in any league with no consequence for their actions sans LOL trophies.

Why does the game even have leagues if they don't mean anything? That is my point, make the leagues mean something.

So ur saying that lower Town halls can't be in high leagues? It's their right to do whether they want to in the game. If u can't get loot from people lower then you, then just attck someone ur own size :D
