I am a Th 9. Today i upgraded my last defensive building. My walls are a mix of lvl 7 and 8. My heroes are both lvl 12. So when should i upgrade to Th 10?

If you want the new toys, the ITs, go for it. Otherwise (me, that doesn't mean you should too) I'd stay at TH9 and get at least all skull walls. And finish all upgrades in my Lab (yours isn't finished fully yet).
Go once your lab work is all done, or at least pretty much all done, and before you get bored.
Personally I went to TH10 with everything done in the lab except healers and valks, and by that stage my walls were a mix of level 8 and 9, my heroes around 15 IIRC. Now that my TH10 defenses are almost all maxed (1 xbow, 2 air def, 1 tessla to +1), everything is done to TH10 level in the lab except healers and valks and lightning spell and dragon... my walls have a few more level 9, but still a mix of level 8 and 9; my heroes 20 and 24.... I am very happy with my timing, I would not change it, if I had the chance.
