I'd like to be able to send a single message to our opponents on Prep Day. This message should be at least as long as the current Send Mail option is. Make this option available to Co-Leads and above and only one "Parlay" per war.

Sure, we would say a variety of things either like:
1. Good Luck everyone!
2. We are going to wipe the floor with you!
3. We will have a free TH on War base 5 and 20. Feel free to take advantage for whatever reason.
4. We notice that your Clan Name is Wolverines; as such, our Clan Name being OSU Buckeyes we have instituted our Mandatory 100% Participation Policy. See you on the field.
5. We notice that our best geared member is out-geared by 10 of your members. As such, we have made this an optional War for our members. If you would be kind enough to offer us pity and a free TH or 2 we would be much appreciated.
Stuff along those lines. Of course, with any chat it can be abused with filth, ignorance and immaturity. In the end, there should be a report abuser option just like all other forms of communication.
or SC could make it like a Banner. Something that could be seen on the Battle Field during Prep Day and updated so the 2 can chat, but not in live chat. Just like inputs every hour.
