New th9 here.. I have built both xbows and i am working on the lab and spell factory but now idk what to upgrade now. Also can someone maybe look at my base and see what you think im currently trying to upload it to tiny pic if i cant get it on here i will just message my ign.
After those it's army camps and DE drills. And getting all your new defenses up to th8 max level. 1 builder working on heroes if you want to get those up quicker.

This was my priority of upgrades once I got to TH9:
All new structures (Xbows, 4th tesla, walls, etc.)
Upgrade Lab to 7 and Spell Factory to 4
Upgrade all Camps
Max both DE Drills and Max DE Storage
Max both Dark Barracks for witches
Clan Castle
After all those done, finish any remaining upgrades on normal barracks then back to upgrading defenses. Also, depending on where your walls are at you may want to just dump gold into your walls while you're doing elixir based upgrades (camps, drills, barracks, etc.)
When do i get lvl 6 troops then after my de drills and camps?

While lab is upgrading and after you have started a couple camps:
Save up 6m elixir and either get bloons or giants lvl 6. Big boost for both and both are good for wars.
With lvl 6 bloons you can three star TH8 or farm with minions too.
With lvl 6 giants tanking is better and can be used in a Giwipe attack for cw or raiding.
I did giants, bloons, barbs, archers are next. Currently doing lvl 2 witches for CW purposes.
what levels are your teslas? Don't fall asleep on them, they take a long time to upgrade. If they are level 4 or lower, you should have a builder working on them at all times if you have 4 or 5 builders.
Im def gonna upgrade my camps first and i will get balloons,minis, giants,and barbs then start to max my defense
Note...lvl 6 arch are way to overpriced and not worth the small damage and health increase
