it's not that simple.
SC has maxed out the number of decorations they can add to the game, while still making the game compatible with older devices.
To add one flag, they would have to remove another (which is not fair to the fans of the flag that was removed).
SC is aware of this issue with many players requesting new flags, stay tuned to see how this unfolds in future updates.
