Upgrading Dark Elixir Troops

Hi there!!

I'm a Town Hall 8 and I almost maxed out all of my defenses.
Should I max out my Dark Elixir troops first before upgrading to Town Hall 9?

I am an almost maxed th8 and I currently have BK 6 Minion 3 and Hog 2. I have made the decision to move on to th9 when I am maxed. I figure it will be a lot easier to get DE at 9 and I can make a system to alternate heroes and DE troops
