3 star? Dude your setting your standards to high. Unless you are attacking premmie bases..you'd be lucky to get one star. And barch is hard to beat. Win the battle with 1 star every time if you time it right and choose a. Good base. and Is very cheap to build and very quick.
You can still use hogs on certain bases. But it is unreliable.
It is difficult to get a three-star: I would settle for 2 stars with mass drags, or a comp resembling GoWiPe (I use giants, wizards, barbs, archers and rely on my heroes a little)
So far lvl5 balloons, lvl5 wizards, and several minions with one dragon seems to work fine in achieving 3 Stars against fellow TH8's. First step is to lure CC, then use wizards to take out archer towers and air defense, after that drop about 20 balloons, then drop the minions and dragon. I use two healers for the balloons and wait to use rage for the dragon.
I would get gowipe troops as soon as possible. They are the most power full troops at th 8. i use 2 golems, 3 pekkas, 16 wiz and one arch. for spells i use 2 rage and 1 heal
If you really want 3 stars then hogs are your best bet - 50/50 chance of getting shot down though. 2 stars is very achievable though. A th8 should be able to get 2 stars on any th8 and early- mid th9. Use giants/wizards and find the shortest path to the town hall. Use a few heal spells and you'll get 60-80%. It's very reliable as long as you lure cc and clear som outside buildings so the wizards will go inside.

What do you use to draw out CC and kill those troops with? I never really seen that tactic and mostly emulate the balloon/minions attack that I saw the TH9's and 10's from my clan with my own twists.
Luring cc isn't difficult, especially in war because you have time to plan and can click on the cc to see the defense radius. Scout the base and click on cc so you can see the defense radius. Find a place where you can drop a couple of giants, either insider the defense radius or so that they will move into the defense radius. Once the troops are out of the cc you drop barbarians or archers one at a time until the cc troops reach the edge. Drop a semi-circle of 20 or so archers around the cc troops. Try not to use your heroes or cc troops here. A lot of ppl use some wizards in wars and they can do a lot of damage to heroes or clumps of troops.
