If your troops are maxed for TH8, then yes, upgrade to TH9. The way I look at it, not having anything to upgrade in your lab is the same as having all your builders sitting around doing nothing. So upgrade to TH9 and get back to upgrading your troops while you keep upgrading the rest of your stuff.
Something else to consider, at TH9 you will get: 2nd DE drill and can max both drills for just under 5k DE production per day. Max DE storage, so when you don't have much you won't lose nearly as much to annoying zappers. You can upgrade all your camps and gain 20 more spots in your army space. You can upgrade your lab to 7 and upgrade some troops to max (barb/arch/giant/balloons/etc.). You can upgrade both Dark barracks to 5, unlock witches, and when you get enough DE you can max witches in your lab. You can upgrade your spell factory and hold 4 spells, and unlock jump spell. Two Xbows, which help your defense quite a bit. Another gold/elixir storage, which you can max and get to the max storage amount possible. Last but not least: Archer Queen.
I upgraded to TH9 early and have not regretted it for a second. I was already farming off mostly TH8 and some TH9 bases anyways, so moving up to TH9 didn't affect me with the loot penalty much to be considerable at all. In the end, this game is all about your offense. Your offense gets you the resources. Your offense gets you the trophies. Your offense gets the stars in wars. Sure you don't want to go up if your defenses are at like TH6 level defenses, but if your defenses are decent for TH8 and you have at least all lvl6 walls, go ahead and upgrade. I was able to get all lvl7 walls in about 2-3 weeks since I was focusing my builders on all elixir upgrades and could just dump all the gold I was getting into walls.
Don't buy into the 'You must MAX EVERYTHING before upgrading!' mentality.
