Witch. golem can tank at any level. But witches can't witch on level 1.
plz explain, i've been using gowiwi for a little while now (and did pre-update)
i assure you witches work just fine at lvl1.
golems can tank at any level, however usually when you use gowiwi you are using it either to push, or for clan wars, in both scenarios you should be facing strong opponents, with good defenses which will tear into your golems.
when your golems die your team dies, without golems the whole team falls on its face, you want ur golem to be as bulky as possible, as soon as possible, so that during that time ur wizs and witches can do work, the bulkier your golem the better shot at a 3star, you have.
while i can't argue that if u do the witch first, its over, and thats it, however if u want ur team to be stronger sooner, i assure you golems will make your team better quicker, the added 700 hp (500 on golem, and 100 on each golemite) is much more beneficial than an additional 2 skeletons. (the stat boost is so meh on witches, lets not kid ourselves u upgrade witches for the additional skeletons)

i aint gonna lie, i may have just posted that for comedic effect. but now that you called me on it, i'm th9 and the first de upgrades i did were witches. golems are dumb and slow. and theyre just big rocks it looks like. but witches ares super cool and they look great!

Go with Witch.
There is a massive difference in level of power as the witch can summon more skeletons which mean more DPS. There is only just one upgrade for the witch, so it's best to get that out of the way.
Golems have already massive amounts of HP so switching from GoWiPe to GoWiWi or vice versa is very marginal with the increase of Golems. They're nothing more but a tank and they're suitable as is.
Personally, you should be looking to upgrading the witches because they're one of the biggest components to GoWiWi moreso than the Golem.
Im in it for the long haul, I prefer maxing my TH. Golem makes more sense. Like minions, they are squishy until L4-5 as well. But one useful LOOK OUT!

Witches are in my opinion a bad troop just because of these reasons:
1.) Nostalgia. Everyone wanted those badass witches back then when they just came out. They had a huuuuge range which allowed them not to get hit so easily like they do now and would just constantly spam skellies, steamrolling entire maxed TH10 bases with ease. Now after the nerf they just arent the same, nobody dares to go do a full out witches attack.
2.) Economical Reasons. Most people here are farmers, with the occasional trophy push. 20 Minutes for 1 witch is just not efficient at all, as well as the high price with 250 DE for very low HP. Farming and witches dont go along, you can say the same thing about golems too, but you can use them too and with more variety. As Witches need a meatshield for them to not get hit by defenses, the skellies are often not enough.
3.) Not that useful. As a TH9 you are limited on pushing, saying that in advance. And if your golems are only lvl 1 youll have a hard time against well upgraded bases, because the higher the dps of the base is and the faster you golems die hence the defences start killing your wizards and skellies/witches. Generally after the golems die the raid will go downhill. Sure there are heroes, but Barbarian King is now fairly useless anyways...AQ can still be very good if deployed correctly but again...if you have no meatshield(s) for her she'll die in a mere second.
4.) New Update killed luring. As we all know (and hate), the new heroes aren't lurable anymore. Most people including me used witches for that before update, 1 barbarian for each hero to get their attention, couple barbarians in a corner and wait till the heroes arrive, then a couple barbarians followed by 2-3 witches and 4 wizards and every Hero is dead, regardless if it's level 1 or 40.
Now you can't lure and dont even need them for that anymore
