How to find inactive bases at town hall 8?

Changing the language seems to work (sort of) because it restarts the game, which gives you a new pool of bases available. Simply restarting the game does the same thing.

In all reality, I farm throughout Gold 3 (anywhere from 1400-1600), and I do pretty well.
