Well if XP is useless, then there is really no point in adding this at all is there?

Clearly it isn't worthless to some people because otherwise they wouldn't request it.

If he wants to donate unlimited troops fine, but the XP cap is 20.

Every time I see a post from you that says it can be abused, I can think of 20 ways to counteract it so it can't be.

Can you think of 20 ways to counteract it that are as simple as the current system? SC clearly doesn't want to be in the business of tracking donations because all aspects of how donations work involve no tracking.
