Making an overpowered upgrade expensive just means that paying players will crush non-paying players. And non-paying players will leave. And paying players will end up fighting each other, not win, and leave because the game is a ghost town now. So ridiculously pricing stuff is not a solution. Nerfing is not either. It just has to add something interesting to the game.
Also, I think that changing troop targets (like making your barbs go towards defenses) is like radically changing hp and damage (like making your balloon or wb with lots of hp). The way you build your army is based on the units' behavior and stats, so you should not be able to change their targeting (too much).
