A regular raid attack has a next button
if Revenge was presented in a similar format with the ability to direct scroll through bases to next available without giving up the opportunity to revenge till an actual attack occurs or that it passes through the list no longer available.

I'm still not sure I get what you are saying.
From what I can tell, you want a revenge feature with a next button, that will automatically show you the next village in your list that is eligible for a revenge. If no other bases are eligible, it will simply show refresh to the same base, correct?
SC does not want to make it so easy for lazy people to revenge. If you truly want to revenge someone, you will have to select them specifically and test if they are eligible for revenge.
If your idea were implemented, you would be revenged a lot more often, so would everyone, and the amount of gold in the game economy would suddenly be thrown out of balance, since SC will suddenly not be able to eat up as much "nexting" gold from players, since it costs nothing to revenge. Too much gold in the game causes imbalance. imbalance causes a fun game to not be so much fun.
There's a reason things are the way they are.
