It isn't possible. I reckon they have some sort of method that allows them to do what the you-tubers do. But the you-tubers are either part of supercell themselves (like Daddy) or they might know someone who works for supercell. The app would be very hard to obtain but then you would probably need some kind of developer login to access it. After that, i believe the developers don't use 999 golems and 999 pekkas and things because the developers need to fix the bugs and then test that the bugs have been fixed so the game play is better for the general public.
If you are thinking about 99999 gems and such all you need is a jailbroken device which is now out for 7.1.2 and 7.1.1 and use ifile. Note** the game needs to be in offline mode and as soon as you attempt to go back online the game will reset itself to its original amount of gems.
