There are many low lvl people that have made it to Champion. I have seen people as low as a Th 3 there. They are not ♥♥♥♥♥ing, they just snipe Th's. It takes a lot of time and dedication. Here is the link for a th 3 in champion

I don't get why people think low TH levels in high leagues is ♥♥♥♥ing.. Everyone has the right to go in a league. Like, you don't need to be a TH 10 to be in champions. Or be a TH 9 to be allowed to be in crystal league.
Definitely something funny going on. He has maximum storages, as a TH5, and they are not supposed to be available until TH7.
