Lvl 4 Pekkas And Dragons

Ok so there is an argument to make lvl 4 pekkas be available at lab 7 for th 9. I say we need this because th 8 and 9 have lvl 3 pekkas while th 10 has lvl 4 and 5 pekkas. So i say SC bumps lvl 4 pekkas to lvl 7 lab, which is th 9. Also! Lvl 4 drags should be bumped down to th 9 when lvl 5 drags come out.
