I'm a Maxed Town Hall 8 and going to 9. I'm going to have 40k Dark Elixir Ready to get the AQ as soon as I get there, but what should I do after that? By the way, I have four builders and I think i'm going to have completely full Gold and Elixir Storages. My current thoughts are Lab Upgrade, 2 X-Bows, and a DE Drill, but does any disagree?

Certainly do X bows! They can take out a lot of troops for defense!
Max your storages. loot in cc. and hopefully have shields from snipers who left collectors/mines with plenty. I had 7.5 million of each this way.
I did lab, spell factory, army camps that I could first with elixir
I did new defenses to lvl 1, 1 xbow, and the rest new walls up as high as i could with gold.
And yep AQ is first upgrade since she is instantaneous and a big help on raids.
I personally did back to back upgrades with the X-Bows till they were both level 3. Staggered them by 3-4 days to allow me to farm enough gold to upgrade. Saves the hassle of having to redesign the base until they are fully functional.
