When your clan fills... Help

I know many clans have sister or brother clans because their first clan filled up too fast. That is happening with our clan now, and I face a little problem. Quite a lot of members in our current clan would be willing to help out in a sister/brother clan, but they would never want to leave. They've gotten attached to our current community. How would you kickstart a new allied clan without members who would permanently join from the first clan? (we have someone who will lead the clan, but I'm thinking he will come back eventually)

Mods, bear with me. I know I wouldn't get much relevant/helpful feedback in Clan Talk because it's browsed less, and this is a question. :$

I don't want to have to reject these high level people who are requesting to join, and we're 50/50. I guess we could get a few kicks each war, but where do we kick them to?

I contemplated doing a push, but I don't want to start until my defenses are maxed.

Leave start a new clan make it either invite or have it so you need to accept them. Be rutheless.
